If I were a foreigner I would fall for that. But I'm Ukrainian and I know how Odesa became Russian-speaking. I also know people who moved from Odesa to other cities because they couldn't feel Ukrainians there. They couldn't find a Ukrainian kindergarden for their children, they and their children were bullied for speaking Ukrainian. They left but others, who moved to Odesa from Ukrainian-speaking towns and villages stayed and have to hide their identity. And it's also impossible to communicate in Russian in court (without an interpreter) or with local authorities in other countries where Russian doesn't have an official status. And I really doubt that Russian diaspora in other countries (except of some Post-Soviet ones) is allowed to study in their language. I understand that Ukrainian law may seem to harsh to you but without it, you would even feel that you live in Ukraine.
